“It will benefit research institutions, young researchers across country”: CM Dhami thanks PM Modi for Centre’s approval of Capacity Building scheme

Uttarakhand Chief Minister Pushkar Singh Dhami thanked Prime Minister Narendra Modi on Wednesday for the Union Cabinet’s approval of a major new scheme to boost science and research in India.
In a post on X (formerly Twitter), Dhami praised Modi’s leadership. He highlighted how the Capacity Building and Human Resource Development Scheme, with a budget of more than ₹2,277 crore, will support research institutions, universities, and young scientists nationwide. “This brings PM Modi’s vision of a self-reliant India powered by science and innovation to life,” Dhami wrote, adding his heartfelt thanks for the forward-thinking move.
The Union Cabinet, led by Modi, greenlit the scheme under the Department of Scientific and Industrial Research (DSIR) and Council of Scientific and Industrial Research (CSIR). It runs from 2021-22 to 2025-26 and targets R&D institutions, national labs, top universities, and institutes of national importance across the country.
Young researchers eager to build careers in universities, industry, or labs will get plenty of opportunities. Guided by top scientists and professors, the program focuses on growth in science, technology, engineering, medicine, and math—known as STEMM fields.
This initiative plays a key role in India’s push for Sustainable Development Goals (SDGs) in science and technology. It aims to increase the number of researchers per million people, building a stronger pool of skilled talent in the sector.
India’s efforts in research and development (R&D) have paid off big time. The country climbed to 39th place in the 2024 Global Innovation Index (GII) from the World Intellectual Property Organization (WIPO). Plus, India now ranks among the top three globally for scientific paper publications, according to NSF data from the USA.
The scheme supports thousands of scholars and scientists, whose work has driven India’s science and technology achievements. It marks a big milestone for CSIR, which has served Indian research for 84 years, speeding up the nation’s R&D progress for current and future generations.
The Capacity Building and Human Resource Development Scheme includes four main parts: doctoral and postdoctoral fellowships; extramural research, emeritus scientists, and Bhatnagar fellowships; awards to recognize excellence; and grants for travel and symposia to share knowledge.
Overall, this move shows the Indian government’s strong commitment to creating a thriving R&D ecosystem. It positions Indian science for global leadership in the 21st century, fostering innovation and self-reliance. ()
