NIA charge sheets 18th accused; fresh charges filed against five in Bhopal’s HuT terror case

The National Investigation Agency (NIA) said on Friday that it has filed a new chargesheet against one person and added cases against five more in a 2023 terror conspiracy case in Madhya Prachand linked to the banned Islamist group Hizb‑ut‑Tahrir (HuT).
The agency has sent its first supplementary chargesheet, numbered RC‑15/2023/NIA/DLI, to the NIA Special Court in Bhopal. The original chargesheet, filed on 4 November 2023, covered 17 accused. With the new filing, a total of 18 people are now formally charged in the HuT conspiracy case.
The supplementary chargesheet names Mohsin Khan (alias Dawood), Mohammad Alam, Misbah‑ul‑Hasan, Yasir Khan, Syed Danish Ali and Mohammad Shahrukh. Mohsin is charged under new sections of the Unlawful Activities (Prevention) Act (UAPA) and the Indian Penal Code. The other five, who were already named in the first chargesheet, face additional UAPA and IPC provisions.
The case was first registered in May 2023 by the Anti‑Terror Squad (ATS) in Bhopal. Investigators said HuT members were secretly recruiting Muslim youth across Madhya Pradesh and other parts of India. Their aim was to overthrow the democratic government and set up a Sharia‑based Caliphate.
According to the NIA, the group held secret meetings disguised as religious gatherings (Dars) to spread anti‑democratic ideas and fuel communal hatred. It also trained its members in physical and combat drills, preparing them for future violent acts.
The NIA will continue its investigation into the wider HuT conspiracy. It is working to locate absconding members, sympathisers and overseas handlers, and to dismantle the group’s anti‑India organisational and financial networks.
