India’s GST Reforms: Key Changes Explained by Finance Ministry

As India kicks off major GST tweaks starting Monday, the Finance Ministry has rolled out clear details on the latest tax rate cuts for goods and services. These updates focus on simplifying the system, fixing oddities, and making life easier for businesses and everyday consumers. If you’re wondering how these changes affect insurance, travel, delivery services, medicines, and more, here’s a breakdown of the essentials—straight from the ministry’s guidance.

Life and Health Insurance Now GST-Free for Individuals

Good news for policyholders: All individual life insurance policies dodge GST entirely. That includes popular options like term plans, endowment policies, and unit-linked insurance plans (ULIPs). Even reinsurance for these stays exempt.

On the health side, individual health insurance gets the same break. Family floater plans and coverage for seniors are off the hook, along with their reinsurance. This means lower costs for personal protection without the added tax burden— a big win for families across India.

Passenger Transport Rates Stay Affordable

Worried about higher taxes on your daily commute? Don’t be. Road passenger transport keeps its 5% GST rate without input tax credit (ITC). Operators can choose 12% with ITC if it suits them better, but the low option sticks around. For air travel, economy class remains at 5%, while premium seats hold at 12%. These GST rate changes on transport aim to keep mobility budget-friendly for most Indians.

Multimodal Goods Transport Gets Tailored Taxes

Shipping goods via multiple modes? The GST rules adjust based on how you move them. If your multimodal transport skips air routes entirely, expect 5% GST with limited ITC—capped at 5% of the transport value. Add any air leg, and it jumps to 12% with full ITC. This setup balances costs for the logistics industry while supporting efficient supply chains.

Who Pays GST on Local Deliveries via E-Commerce?

Online shopping deliveries just got clearer on taxes. When an unregistered person handles local delivery services through an e-commerce operator (ECO), the platform pays the GST. But if the delivery provider is registered, they handle the tax themselves. And what’s the rate? Straightforward 18% GST on these local delivery services, helping keep e-commerce operations smooth in India’s booming digital market.

No Need to Pull Medicines from Shelves—Just Update Prices

Manufacturers of medicines won’t have to recall or relabel stock already in the supply chain before September 22, 2025. Instead, they simply issue new price lists (MRP) and share them with dealers, retailers, and regulators. Existing stock can sell as is, as long as bills show the updated prices. This no-fuss approach eases the transition for the pharmaceutical sector under the new GST reforms.

Why Medicines Stay at 5% GST—Not Fully Exempt

You might ask: Why not wipe out GST on all medicines? The answer ties to costs. Full exemption would block manufacturers from claiming ITC on raw materials, driving up production expenses that hit consumers’ wallets. Sticking to a low 5% rate (for most medicines, excluding nil-rated ones) keeps things affordable while letting tax credits flow through the chain. It’s a smart balance for accessible healthcare in India.

Raw Cotton Keeps Its Reverse Charge Setup

Farmers and the textile world breathe easy—GST on raw cotton stays under the reverse charge mechanism. This means farmers don’t pay it directly, and the system preserves ITC for the industry. Result? Stable costs down the line, benefiting everyone from mills to shoppers in India’s massive cotton sector.

Leasing Goods? Tax Matches the Item Itself

Renting or leasing items without an operator follows the goods’ own GST rate. Take a car taxed at 12%: Leasing it driver-free costs the same 12%. This rule applies across the board—whether electronics, machinery, or vehicles—making GST on leasing services straightforward and fair.

Imported Goods Follow the New Rates

Yes, these revised GST rates hit imports too. Integrated GST (IGST) on incoming goods starts at the updated levels from September 22, unless a specific exemption applies. Importers, take note—this ties global trade tighter to India’s evolving tax landscape.

UHT Milk Exemption: Dairy Yes, Plant-Based Gets a Break Too

Ultra-high temperature (UHT) treated dairy milk is now fully GST-exempt, a relief for long-shelf-life favorites. But what about alternatives? The exemption sticks to dairy only. Plant-based options like almond milk (previously 12%) and soya milk drinks (18%) now all drop to a uniform 5% GST. This levels the field for non-dairy choices in India’s growing vegan market.

Face Powders and Shampoos See Rate Cuts—For Everyone

Everyday essentials like face powders and shampoos get a GST slash to make them cheaper for households. Sure, multinational and luxury brands benefit, but the goal is broader: simplifying India’s GST structure. Creating separate rates by brand or price would just complicate things—no thanks. These changes prioritize ease for consumers from all walks of life.
