UK PM Starmer’s India visit concludes with 12 key outcomes in technology, education, trade, and research

In the first joint trip of a prime minister to India in more than a decade, U.K. Prime Minister Keir Starmer flew into New Delhi on October 8 and left on the 9th after a busy two‑day visit that produced a clear list of 12 outcomes. The talks aimed to deepen ties in technology, education, trade, climate and health, and the Ministry of External Affairs announced the results on Thursday.

New technology hubs
The leaders announced the India‑UK Connectivity and Innovation Centre, a joint lab that will launch projects in frontier tech. A separate India‑UK Joint Centre for Artificial Intelligence (AI) was also unveiled. To secure supply chains for green metals, Phase II of the UK‑India Critical Minerals Supply Chain Observatory was started, and the Critical Minerals Industry Guild was created.

Education links get a boost
Lancaster University will open a campus in Bengaluru, and the University of Surrey has received a green light to set up in GIFT City, a special economic zone in Gujarat. Nine more universities have signed agreements to start Indian campuses: Southampton, Queen Belfast, Coventry, Bristol, Surrey, York (Mumbai), Liverpool (Bengaluru), Lancaster (Bengaluru) and Aberdeen (Mumbai). The launch of a satellite campus at IIT‑ISM in Dhanbad further expands tech training in India.

Economic and trade cooperation
The pair convened the first meeting of the re‑created India‑UK CEO Forum and re‑established the Joint Economic and Trade Committee (JETCO). JETCO will help implement the Comprehensive Economic and Trade Agreement (CETA) and drive job growth on both sides. A new investment vehicle, the Climate Technology Startup Fund, was launched to back climate‑tech and AI companies, backed by the State Bank of India.

Health and research partnerships
Phase III of the Bio‑Medical Research Career Program was announced, and an Offshore Wind Taskforce was set up to boost renewable energy. India’s ICMR and the U.K.’s National Institute for Health Research (NIHR) signed a Letter of Intent to deepen health‑research collaboration.

Impact and next steps
The visit ends a growing partnership that looks to make India and the U.K. close allies in the global economy. With upgraded infrastructure codes, new university campuses, joint research hubs and a shared climate‑tech fund, the two countries plan to turn the 12 outcome points into real projects that increase trade, investment and knowledge exchange.
