‘Not named’: Special court sets free alleged accused in Rubaiya Sayeed kidnapping

Jammu, Dec 2 (LatestNewsX) – The day after the Central Bureau of Investigation (CBI) hauled Shafat Ahmad Shangloo in connection with the 1989 abduction of Rubaiya Sayeed, a special court ruled on Tuesday that it would not hand him over for questioning.

The court turned down the CBI’s request, dismissing the relief on the ground that the charge sheet filed by the agency makes no reference to Shangloo. The kidnapping took place on 8 December 1989, involved the daughter of then‑Union Home Minister Mufti Mohammed Sayeed, and concluded five days later when authorities released five notorious JKLF militants.

Shangloo, who was arrested on Monday by the CBI as allegedly linked to a plot by members of the banned Jammu and Kashmir Liberation Front (JKLF) to abduct Rubaiya Sayeed, had a ₨ 10–lakh bounty on his head, according to the CBI counsel. He is said to be a close associate of JKLF chief Yasin Malik.

“We have sought custody of the accused,” S.K. Bhat, the CBI lawyer, told the court before the judge issued the release order.

In a statement issued the same day, the CBI claimed Shangloo collaborated with Malik and others in offenses covered by various sections of the Ranbir Penal Code and the TADA Act back in 1989. A CBI spokesperson added that the absconder, who garnered a ₨ 10‑lakh reward, was presented before the TADA Court in Jammu within the time mandated by law.

According to officials, Shangloo was an official of the JKLF and managed its finances. He was seized from his home in the Nishat area of Srinagar on Monday, together with the Jammu and Kashmir Police. Malik, who is serving a life sentence in Delhi’s Tihar Jail for a terror‑funding case, cannot appear in court due to a Ministry of Home Affairs order restricting his movements. He was identified by Rubaiya Sayeed as the principal abductor in the 1989 kidnap.
