SIR Phase II: 99.87 pc enumeration forms distributed, digitisation stands at 94.90 pc

New Delhi – On Thursday the Election Commission of India (ECI) announced that Phase II of the Special Intensive Revision (SIR) of the electoral rolls is moving along well, with 99.87 % of Enumeration Forms (EFs) already handed out across 12 states and union territories.

The ECI’s daily bulletin highlighted vigorous field activity by Booth Level Officers (BLOs) and high participation from Booth Level Agents (BLAs) in spreading the forms nationwide.

The enumeration period runs from 4 November to 11 December (the deadline was previously set for 4 December). In that time, 50.90 crore of the 50.97 crore eligible electors have received an EF.

In recent weeks, digitisation efforts have gained momentum too: 48.37 crore forms have been scanned, giving a total digitisation rate of 94.90 %.

Goa, Lakshadweep and Andaman & Nicobar have hit a perfect 100 % EF distribution, followed closely by Rajasthan (99.99 %), Madhya Pradesh (99.96 %), West Bengal (99.95 %) and Chhattisgarh (99.94 %). Uttar Pradesh, the state with the largest voter base, has distributed 99.89 % of forms, covering over 15.42 crore electors. However, its digitisation rate lags at 88.89 % (13.72 crore).

Other states where EFs have been distributed include Kerala (99.31 %), Gujarat (99.89 %), Tamil Nadu (99.71 %) and Puducherry (99.88 %).

“The total figures of EFs digitised include electors who are found to be Absent, Shifted, Dead or having more than one entry,” the ECI said.

In West Bengal, 7.66 crore electors—representing 99.95 % of the state’s EFs—have received forms, and 98.84 % of those have already been digitised, according to the commission.

The Election Commission urged political parties to enlist more Booth Level Agents, aiming to speed up verification and digitisation.

The polling panel noted that the Rajasthan figures exclude the Anta Assembly constituency, where revision was paused due to a bye‑election.

The commission will keep publishing regular bulletins as the revision works toward the 11 December deadline.
