
Delhi’s winter plan expands: the state has lined up 250 temporary shelters on top of 197 existing homes to keep the city’s homeless out of the cold.
Chief Minister Rekha Gupta told reporters the “Winter Action Plan” will run from November 15 to March 15, covering every homeless person in the capital. Gupta said the new shelters use modern tech—GPS vans, digital apps and CCTV—to run smoothly and keep people safe.
The Delhi Urban Shelter Improvement Board (DUSIB) already runs 197 shelters: 153 for men, 17 for women, 19 for families and children, and eight for special groups such as people with HIV, TB or drug‑addiction issues. Each shelter holds beds, mattresses, blankets, electricity, water coolers and mosquito control, with extra security for women.
The fresh 250 units will be spread across 120 locations in Delhi and can house about 2,500 people, with room to grow if needed. Rescue teams and a central control room will launch GPS‑enabled vans that drive from 10 p.m. to 4 a.m. each night to move homeless residents from the streets to protected shelters.
DUSIB is building on its digital system: the Rain Basera app reports and tracks homeless individuals, while the Night Shelter Inspection App streams real‑time GPS data for shelter oversight.
Gupta also announced a new quality‑based selection for agencies that run the shelters around the clock, ensuring clean facilities, fire safety, reliable power and overall security.
In short, Delhi’s government is pledging round‑the‑clock care so that nobody has to sleep outside in the winter.
