Deputy Chairman highlights India’s progress in disaster management, urges global action for stronger disaster preparedness

In Kleinmond, South Africa, India’s Deputy Chairman of the Rajya Sabha, Harivansh, kicked off the first working session on strengthening disaster resilience and responses at the 11th G20 Parliamentary Speakers’ Summit, known as P20. This happened on October 2, as part of South Africa’s historic turn as the first African nation to host the G20.
Harivansh shared how India tackles frequent climate change challenges through smart institutional steps that boost disaster management and coordination. He reaffirmed India’s strong push for global disaster resilience and urged more teamwork on funding disaster risk reduction (DRR) for countries hit hardest by disasters.
At the heart of India’s approach is the Disaster Management Act of 2005. This law sets up a solid system for preventing disasters, responding quickly, and recovering effectively. Thanks to it, India formed the professional National Disaster Response Force, ready to handle everything from floods to earthquakes.
Harivansh pointed out how India blends cutting-edge science with innovative tech to sharpen early warning systems. The country’s cyclone warnings stand out worldwide for their spot-on accuracy and wide reach. To get alerts straight to people, India rolled out handy mobile apps like Damini, Mausam, and Meghdoot, which deliver timely updates on weather threats.
On the world stage, India leads the charge for resilient development. In 2019, Prime Minister Narendra Modi launched the Coalition for Disaster Resilient Infrastructure (CDRI) at the UN Climate Action Summit. India also plays a big role in rolling out the Sendai Framework for Disaster Risk Reduction, helping nations build tougher against disasters.
Wrapping up, Harivansh called on countries to weave disaster studies into college curriculums, build a shared global database of top strategies, and unlock fresh funding ideas for developing nations facing climate risks.
During the summit, Harivansh will join a session on raising money for a fair energy transition. He’ll also lead discussions on tapping critical minerals for sustainable growth. Expect him to chat one-on-one with leaders from Germany, Italy, and other nations.
South Africa is steering the G20 this year with a focus on solidarity, equality, and sustainability—themes that fit right into talks on disaster resilience and climate action.
