Modi govt’s transformative achievements in social protection over past decade recognised by ISSA: Mansukh Mandaviya

India has been awarded the 2025 Outstanding Achievement in Social Security Award by the International Social Security Association (ISSA), a global honor that highlighted the country’s rapid expansion of social protection. The award was presented last week in Kuala Lumpur, Malaysia, and received by Union Minister Mansukh Mandaviya on behalf of the Indian government.
“India has made remarkable progress in the past decade,” Mandaviya told during the ceremony. “Today, about 64 percent of our population—roughly 94 million people—has access to social security.” He added that the Modi administration’s reforms have turned India into a global leader in the field, noting a rise in the country’s vote share to the maximum permissible 30 at the ISSA General Assembly.
The ISSA, founded in 1927, celebrates countries every three years that have shown excellence in social security. Past recipients include Brazil (2013), China (2016), Rwanda (2019) and Iceland (2022). ISSA now has more than 330 member groups across 158 nations.
India’s journey to 64‑point‑three percent coverage – up from 19 percent in 2015 – was driven by a mix of schemes and digital innovation. The e‑Shram Portal, launched four years ago, linked over 310 million informal workers to benefits and welfare services, creating a large, tech‑driven safety net.
The award underscores India’s commitment to an inclusive, equitable social protection system that leaves no worker—organized or informal—uncovered. It also signals India’s growing influence in shaping global social security policy. The ISSA event marked a proud moment for a nation that now protects roughly 94 crore citizens under its social security umbrella.
