Trump announces 100% tariffs on China “over and above any tariff they are currently paying”

On Friday, President Donald Trump announced that the United States will double its tariff on all Chinese goods—adding a 100 % surcharge on top of any current duties—starting November 1, 2025. He also said the U.S. will put export controls on every “critical software” file from that date.
Trump made the move after China sent a letter warning that it would impose huge export bans, even on products that are not made by China. “China is taking an unprecedentedly aggressive position on trade,” Trump said in a Truth Social post. “The U.S. will respond with a 100 % tariff and software export controls to protect our interests.”
The U.S. decision follows Beijing’s new restrictions on rare‑earth minerals. China added five more elements—holmium, erbium, thulium, europium and ytterbium—to its list of restricted minerals, bringing the total to 12 out of 17. The new rules require licenses for mining, smelting and magnet production, as well as for lithium‑ion batteries and graphite anodes used in electric vehicles.
“These measures are meant to guard national security,” China’s Commerce Ministry said, pointing out that the metals could be used in military and sensitive civilian technology. The controls will go into effect between November and December, raising the stakes in U.S.–China trade talks.
The announcement comes just before the APEC summit in South Korea, where President Xi Jinping and President Trump are expected to meet. The new export limits mirror Washington’s own restrictions on advanced chips, tightening the trade fight that has rattled global supply chains.
The U.S. is preparing strong counter‑measures. Trump said the country has no reason to meet with Xi after Beijing’s sweeping new export controls. The conflict over rare earths, semiconductors and software is a key part of the ongoing U.S.–China trade confrontation.
