GJC Welcomes Maharashtra Government’s Landmark Initiative: Formation of State-Level ‘Dakshata Committee’ for Jewellers’ Security

The All India Gem & Jewellery Domestic Council (GJC), which represents more than 600,000 jewellers across India, cheers the Maharashtra Government’s bold move to create a state-level Dakshata Committee. This new Vigilance Committee aims to protect jewellers’ safety and security, especially during theft and robbery probes involving gold and silver.
For years, jewellers in Maharashtra have dealt with tough challenges, like harassment from police during investigations. In heartbreaking cases, some even lost their lives. To tackle this, the state government stepped in. On March 14, 2024, the Home Department released a key circular guiding police on handling cases under BNS 317—previously known as Section 411 of the IPC. The circular pushed for forming this special committee to make things fairer and safer.
The government has now set up the Dakshata Committee with representatives from all 36 districts in Maharashtra. Soon, district-level groups will launch too, thanks to GJC’s backing. The main goal? To connect the government and jewellery trade groups better, shield honest businesses from risks, and build trust in the industry.
GJC leaders are thrilled and thank Maharashtra Chief Minister Devendra Fadnavis for leading this change. They also praise State Home Minister Pankaj Bhoyar and MLC Chitra Wagh for their hard work in getting it done.
GJC Chairman Rajesh Rokde shared his excitement: “This is a game-changer for Maharashtra’s jewellery industry. The Dakshata Committee shows the government’s real dedication to a safe business space in our state. We’re so grateful to Chief Minister Fadnavis for this smart reform, and we tip our hats to Minister Bhoyar and MLC Wagh. Congrats to all the district reps on the committee. I call on jewellers everywhere in India to push for similar setups in their states—we need a strong national safety net. GJC will keep partnering with the industry on this.”
Vice Chairman Avinash Gupta echoed that: “The jewellery sector has faced big security headaches for too long. Maharashtra’s step is revolutionary—it shows real care and commitment to us jewellers. This will boost confidence across the board. We urge our members nationwide to team up with state governments for the same. Let’s create a secure environment for the entire Indian jewellery business.”
As India’s top voice for the domestic jewellery trade, GJC urges state leaders everywhere to follow suit. The council plans to roll out a national action plan with full support to spread this framework across the country.
The committee includes these key members: Nitin Khandelwal from Akola; Rajesh Rokde from Nagpur; Shailesh Kharote from Akola; Sudhakar Tank from Nanded; Kiran Andilkar from Pune; Mahavir Gandhi from Solapur; Bharat Oswal from Kolhapur; Subhash Vadala (Jain) from Mumbai; Girish Devrmani from Solapur; Ajit Pendhurkar from Mumbai; Rajendra Dindorkar from Nashik; and Amol Dhomne from Wardha.
