
On November 26 in Washington, President Donald Trump announced that he has sent his special envoy, Steve Witkoff, to Moscow to move toward a final peace agreement on the Ukraine crisis, while Army Secretary Daniel Driscoll will concurrently meet with Ukrainian officials. The president made this announcement via a post on Truth Social.
In his Truth Social message he said:
“In the hopes of finalizing this Peace Plan, I have directed my Special Envoy Steve Witkoff to meet with President Putin in Moscow and, at the same time, Secretary of the Army Dan Driscoll will be meeting with the Ukrainians,” and added:
“The original 28‑Point Peace Plan, which was drafted by the United States, has been fine‑tuned, with additional input from both sides, and there are only a few remaining points of disagreement,” noting that his team has made “tremendous progress” over the past week.
He also mentioned that he looks forward to meeting Putin and Ukrainian President Volodymyr Zelensky as soon as the agreement is essentially finalized, as reported by Xinhua.
The 28‑point proposal was unveiled last week, and soon after that, US, Ukrainian and several European representatives gathered in Geneva on Sunday to discuss the plan. Earlier Monday and Tuesday, Army Secretary Daniel Driscoll held discussions with Russian officials in Abu Dhabi about the draft.
In Geneva, the White House pushed for agreement on the plan. After talks with national‑security advisers from Britain, France and Germany, the Ukrainian delegation had bilateral talks with U.S. officials. The U.S. delegation included Secretary of State Marco Rubio, Special Envoy Steve Witkoff and Army Secretary Daniel Driscoll, while the Ukrainian delegation was led by Andriy Yermak, chief of Zelensky’s office.
A joint statement issued by the White House that night noted that the Geneva talks had “made meaningful progress toward aligning positions.”
