
The Election Commission of India (ECI) has finished all the set‑up for the Bihar Assembly vote count that is scheduled for Tuesday, November 14.
It will run the count in every one of the state’s 243 Assembly seats.
Who will count the votes?
Each constituency will have a Returning Officer (RO) and a Counting Observer. In total, 243 ROs will run the process, with 243 observers in the room to watch. Each of the 4,372 counting tables is staffed by a supervisor, an assistant and a micro‑observer.
Who will watch the count?
Candidates and their authorized agents will be present. In addition, more than 18,000 counting agents hired by the parties will be on hand to make sure the process stays fair and transparent.
How will the count start?
The count will begin at 8:00 a.m. with postal ballots. At 8:30 a.m. the Electronic Voting Machines (EVMs) will be opened. The ECI has told poll officials to finish the postal‑ballot tally before the second‑to‑last round of EVM counting.
How are the results verified?
While EVM results are being tallied, control units will be shown to the counting agents to confirm the sealed integrity of the machines and that the serial numbers match those listed on Form 17C (Part I). If a discrepancy shows up, the VVPAT (vote‑verification–paper‑trail) slips will be counted for that polling station.
After the EVM count ends, five polling stations per constituency—chosen randomly—will be selected for a VVPAT check. The slips will be matched to the EVM tally in the presence of the candidates and their counting agents.
When can voters see the results?
Each RO will publish final results for their constituency in rounds, and the official numbers will be posted on the ECI results portal: https://results.eci.gov.in.
The commission has urged citizens and media outlets to rely only on that portal for accurate updates, warning that unofficial sources may spread misinformation.
Television and online news sites have also been told to verify all reports with the official ECI data before broadcasting.
