Gujarat CM unveils ‘Regional Economic Master Plan’ for state’s six economic regions

In Gandhinagar, Gujarat’s leaders set the stage for a new era of growth, announcing the state’s first Regional Economic Master Plan during the opening of the Vibrant Gujarat Regional Conference in Mehsana. Chief Minister Bhupendra Patel unveiled plans aimed at turning Gujarat into the nation’s engine of progress while helping India reach its Viksit Bharat vision by 2047.

The master plan covers six key regions—North Gujarat, Kutch, Central Gujarat, Saurashtra, Coastal Saurashtra, and Surat—each chosen for its unique history and economic potential. The goal is simple yet bold: lift Gujarat’s economy from its current $280 billion in fiscal 2023 to over $3.5 trillion, a target that hinges on balanced development across all 33 districts.

To reach that goal, the state has mapped out more than 500 projects that will attract ₹15 lakh crore (over $200 billion) in public and private investment. The plan also prioritizes job creation, aiming to add roughly 28 million new roles, especially for young workers.

Key sectors have been spotlighted to drive future growth:

  • Advanced manufacturing will focus on electric vehicles, battery storage, marine chemicals, biologics, industrial ceramics, and biofuels, powered by science‑led innovation.
  • The service sector will expand from its current share to 51 % of the state economy by 2047. New opportunities will arise in Global Capability Centres, clinical research, logistics, product design, and banking, finance and insurance.
  • Tourism will diversify beyond beaches and heritage sites to include medical value travel, eco‑tourism, cruise tours, and wellness retreats.
  • The Blue Economy will transform Gujarat’s 2,240‑km coastline, boosting port logistics, shipbuilding, fish processing, and marine tourism while creating fresh jobs for fishermen.
  • Rural and sustainable development will see agri‑tech, dairy, renewable energy, circular and green manufacturing take centre stage, turning small‑scale farms into high‑value producers of ready‑to‑eat foods and nutraceuticals.

Infrastructure will underpin all of this. Over the next two decades, the state plans coastal railways, high‑speed inter‑state corridors, sea‑link projects, airport expansions, new cargo terminals, and cold‑chain systems. These upgrades promise smoother logistics and faster market access for goods and services.

Further cementing its commitment, the CM inaugurated the Gujarat State Institution of Transformation (GRIT) earlier this year. GRIT functions as a think‑tank, using data‑driven research and scientific methods to craft state‑specific policies that propel Gujarat toward the Viksit Bharat target.

“We encourage investors, entrepreneurs, and policy makers to join hands and seize these emerging opportunities,” the CM urged. He called on the private sector to help build a vibrant Gujarat where innovation, sustainability and prosperity walk hand in hand.
