NHRC takes suo motu cognisance of sewer death in Delhi’s Ashok Vihar, seeks report

India’s National Human Rights Commission (NHRC) has jumped into action over a heartbreaking sewer cleaning accident in New Delhi. On the night of September 16, one worker died and three others suffered serious injuries while working in a sewer in Ashok Vihar, northwest Delhi. The NHRC took notice on its own after seeing media reports about the tragedy.

The incident unfolded around 11:30 p.m. near Harihar Apartments in Ashok Vihar Phase-II. Four men, hired for sewer maintenance, suddenly fell unconscious inside the tunnel. Rescuers rushed them to Deen Dayal Upadhyay (DDU) Hospital. Sadly, 40-year-old Arvind from Kasganj in Uttar Pradesh didn’t make it and was declared dead on arrival.

The other three—Sonu and Narayana, also from Kasganj, and Naresh from Bihar—remain in critical condition in the ICU. They’re fighting for their lives after breathing in toxic gases, a common danger in such jobs.

Police say the men worked for a private construction company handling sewer operations in the area for days. Coworkers claim the victims entered the sewer without any protective gear, like masks or oxygen supplies. Officers are now questioning the company manager to get the full story.

This isn’t the first time something like this has happened. The NHRC pointed out that despite strict orders from India’s Supreme Court and repeated warnings from the commission itself, sanitation workers in India still face deadly risks. The group called the Ashok Vihar sewer cleaning death a clear case of human rights violations, highlighting the urgent need for better safety for these essential workers.

In response, the NHRC sent notices to Delhi’s Chief Secretary, the Municipal Commissioner, and the Police Commissioner. They want a detailed report within two weeks. It should include updates on the police investigation, the injured workers’ health, and any compensation for Arvind’s family and the survivors. As Delhi grapples with these ongoing sanitation challenges, many hope this will push for real changes to protect lives.
