Bihar SIR: SC asks state legal service authority to assist excluded voters in filing appeals with ECI

The Supreme Court told the Bihar State Legal Service Authority (BSLSA) to step in and help voters who were dropped from the final voter list during the state’s Special Intensive Revision (SIR) of the electoral rolls.
A bench of Justices Surya Kant and Joymalya Bagchi ordered BSLSA to direct district‑level legal aid bodies to make paralegal volunteers and lawyer support available. The goal is to let excluded voters file appeals with the Election Commission of India (ECI) before the five‑day deadline closes.
The court’s move comes after it noted that several affidavits presented by people claiming wrongful removal contained errors. Senior advocate Rakesh Dwivedi, representing the ECI, challenged the truth of one such affidavit. He pointed out that the person in question never submitted an enumeration form and was never on the draft roll, labeling the affidavit a false statement and accusing the petitioner of perjury.
Deputy advocate Prashant Bhushan, who spoke for the Association for Democratic Reforms (ADR), was rebuked by the bench for not taking greater responsibility when presenting documents to the court.
The Supreme Court also heard arguments from political activist Yogendra Yadav and has set the next hearing for October 16. The case is part of a larger batch of petitions that question the SIR process carried out by the Bihar Election Commission.
