India’s Ministry of Panchayati Raj is set to launch the People Plan Campaign (PPC) 2025-26, known as Sabki Yojana, Sabka Vikas Abhiyaan, starting October 2, 2025. This initiative will cover every state and union territory, kicking off the creation of Panchayat Development Plans (PDPs) for the 2026-27 financial year.
Since its start in 2018, the campaign has empowered local panchayats to build solid, evidence-based plans that blend community needs with national priorities. Special Gram Sabha meetings play a key role, fostering deeper community involvement and boosting grassroots democracy across rural India.
Data from the eGramSwaraj portal shows impressive progress: more than 18.13 lakh PDPs—including Gram Panchayat Development Plans (GPDPs), Block Panchayat Development Plans (BPDPs), and District Panchayat Development Plans (DPDPs)—have gone online since 2019-20. For the current 2025-26 cycle alone, over 2.52 lakh plans are already in place.
This year’s People Plan Campaign aims to ramp up participatory local governance, making it more transparent and accountable. Gram Sabhas will dive into reviewing past GPDPs through user-friendly digital tools like eGramSwaraj, the Meri Panchayat App, and Panchayat NIRNAY. They’ll check progress, tackle delays, and focus on unfinished projects backed by unspent Central Finance Commission grants.
Planning will follow the Panchayat Advancement Index (PAI) guidelines, with tools like SabhaSaar to streamline meetings. The campaign also pushes for stronger Own Source Revenue (OSR) collection and broader community input. A special spotlight falls on tribal empowerment via the Adi Karmayogi Abhiyaan, turning Gram Sabhas into powerful hubs for inclusive rural development that aligns with India’s big-picture goals.
Panchayat leaders, government departments, local residents, and frontline workers will team up to drive this effort. In the end, the campaign promises greater transparency, better coordination, and real accountability in rural planning—leading to improved services and stronger outcomes for communities nationwide.
