Bhubaneswar – The Odisha Legislative Assembly will kick off its Winter Session on Monday, November 27, with a speech from President Droupadi Murmu.
Murmu, now the President of India, had a long political career in Odisha. Between 2000 and 2009 she served two terms as the Member of the Legislative Assembly for Rairangpur in Mayurbhanj district. During that period she also led the state’s Commerce & Transport and Fisheries & Animal Resources Development ministries.
This will be Murmu’s first address to the Assembly since taking the presidency, and it is expected to draw significant attention from lawmakers across the state.
Session details
The fifth session of the 17th Odisha Legislative Assembly will run for 29 working days, ending on Friday, December 31. The Assembly will begin by tableing the First Supplementary Statement of Expenditure for the 2025–26 financial year on November 28. An Appropriation Bill tied to this statement will move on December 8. Once passed, the bill will let the state government draw the extra funds from the consolidated budget to cover new expenses.
Political dynamics
Experts say the Winter Session will see spirited debates between the ruling BJP and the opposition parties, Biju Janata Dal (BJD) and Congress. Key issues that may dominate negotiations include violence against women, rising crime rates in Odisha, and the inquiry report on the Ratha Yatra stampede incident.
The earlier Monsoon Session, planned for seven days, was adjourned prematurely on September 24 after a major protest by opposition members.
With President Murmu’s speech to begin, the coming days promise a lively and tightly watched assembly session.
