The clip, posted to X by internet commentator Greg Price, shows Nick Shirley, a YouTuber, and a companion walking up to the Quality Learning Center on Nicollet Avenue in Minneapolis. In the video, the building’s name is spelled “Learing” instead of “Learning.” No employees are seen inside, and a woman on the sidewalk angrily shouts, “Don’t open up. It’s ICE.” Shirley inquires whether the woman thinks they are immigration agents, identifying himself as a commentator.
A hand‑held sheet in the clip claims the center received $1.9 million in fiscal year 2025, with a total of $4 million disbursed. The woman’s response is a curt “Go away. You’re not welcome here. Shame on you.” The clip ends with Shirley questioning the legitimacy of the money given to a supposedly run‑by‑mistake.

The Minnesota Department of Human Services lists the center as licensed until the end of 2026. Its records say the facility must accommodate 99 children, a number the video’s narrator repeated while noting the empty building. The center has been cited with 95 violations between 2019 and 2023, ranging from hazardous items placed where children could reach them to missing records for dozens of kids, according to a report by St. Paul’s ABC affiliate.

House Majority Whip Tom Emmer—representing the Twin Cities suburbs and St. Cloud—fired back at the governor on X. His tweet read:
