Patna, Dec 4 (LatestNewsX) – Vijay Kumar Sinha, the state’s Deputy Chief Minister and Minister of Revenue and Land Reforms, carried out a thorough audit of departmental operations on Thursday and told his teams to stay alert to activities of land mafias.
He voiced deep worry at the surge of land disputes and at how criminal groups forge property documents, even intimidating people during trials.
Sinha explained that any coming complaints will trigger a senior inquiry squad and that offenders will face decisive penalties under the appropriate articles of the Bhartiya Nyay Sahita.
He also signalled that, if required, a new statute could be drafted with central backing to halt such misconduct.
Talking about the growing number of grievances over e‑measurement, he ordered close oversight to ensure tenants receive accurate land readings and to prevent arbitrary practices by Amins.
He instructed that the effectiveness of Amins across all regions be assessed and formally reported, and added that the department’s standard e‑measurement report template is now compulsory.
In a quoted statement, Sinha said: “To resolve difficulties caused by old land records written in the Kaithi script, we have directed officials to prepare a district‑wise panel of Kaithi script experts and display their names in all zonal offices. We have also asked them for extensive public awareness on this initiative.”
He also tasked officials with drafting a detailed plan to boost user engagement on the BiharBhoomi portal.
Keeping the public’s convenience at the forefront, he reminded all registry offices to widely advertise that mutation applications must be submitted within 90 days of registration, ensuring the process is completed on time and in accordance with the rules.
The meeting was attended by Department Secretary Jai Singh, Secretary Gopal Meena, Special Secretary Arun Kumar Singh, Director of Consolidation Directorate Rakesh Kumar, Director of Land Records and Survey Directorate J Priyadarshini, Director of Land Acquisition Directorate Kamlesh Kumar Singh, Additional Secretary Dr Mahendra Paul, Assistant Director Ajeev Vatsraj, Mona Jha, OSD Manibhushan Kishore, Sudha Kumari, Soni Kumari, Anupam Prakash, IT Manager Anand Shankar, Joint State Editor of Gazetteer Section Naresh Kumar, and several other officers.
