NDMC, Palwal civic body sign MoU for urban reform

New Delhi’s civic body, the New Delhi Municipal Council (NDMC), teamed up with the Municipal Council Palwal on Sunday to boost urban governance through a new partnership. They signed a Memorandum of Understanding (MoU) focused on sharing knowledge, transferring innovations, and promoting empathy-driven city management.

This collaboration kicks off a 100-day mentorship program under the Swachh Bharat Mission-Urban 2.0. NDMC, a leader in sanitation, will guide Palwal in improving services like waste management and community involvement. Officials see it as a model for how top cities can help growing ones thrive through hands-on support.

The deal falls under the Ministry of Housing and Urban Affairs’ Swachh Shehar Jodi (SSJ) initiative, often called “Super Swachh City Handholding an Aspiring City.” The signing happened at NDMC’s headquarters in Palika Kendra, with key attendees including NDMC Member Sarita Tomar and Secretary Tariq Thomas. From Palwal, Chairman Dr. Yash Pal and Executive Officer Sanjay Kumar joined the event.

NDMC earned its mentor role thanks to standout results in national rankings. It’s a Super Swachh League City in Swachh Survekshan 2024–25, holds a 5-Star Garbage Free City certification from the ministry, and shines as a Water Plus City for smart wastewater reuse. The goal? Help Palwal move beyond its Open Defecation Free (ODF) status toward ODF++ and even stronger sustainability.

Palwal, with a national ranking of 427 in Swachh Survekshan 2024–25, is already ODF-certified but needs a push. Both cities serve populations between 50,000 and 3 lakh, making them perfect matches for this peer-to-peer effort.

The program unfolds in three clear stages: First, a baseline check on sanitation infrastructure, service delivery, and citizen engagement. Next, a co-created 100-Day Action Plan with specific, trackable goals. Finally, hands-on implementation, including monthly check-ins, joint monitoring, and learning visits between the teams.

Core areas of focus include promoting source-level garbage segregation and doorstep waste collection, using machines for trash transport and processing, maintaining toilet facilities, and handling used water efficiently. They’ll also ramp up awareness campaigns, boost community participation, set up digital systems for complaints and feedback, and prioritize safety, training, and rewards for sanitation workers.

This NDMC-Palwal tie-up highlights real progress in India’s urban sanitation drive, showing how collaboration can clean up cities for everyone.
