Rajnath Singh to undertake annual performance review of defence PSUs on Nov 10

New Delhi – Defence Minister Rajnath Singh will review the performance of India’s 16 Defence Public Sector Undertakings (DPSUs) in New Delhi on November 10.

Earlier this year, the minister labeled 2025 the “Year of Reforms,” calling for a fresh push in technology, higher exports and deeper indigenisation. He urged the DPSUs to boost spending and staff in research and development (R&D).

“The 16 DPSUs have already mapped out their R&D plans for the next five years,” the Ministry of Defence (MoD) said. “They have put in a total of ₹30,952 crore over the past decade and now plan to double that to ₹32,766 crore in the next five years.”

Traditionally, most R&D money came from older companies like Hindustan Aeronautics Limited (HAL), Bharat Electronics Limited and Bharat Dynamics Limited. The new focus is to spread investment across all DPSUs.

“The seven new DPSUs that emerged after corporatising the Ordnance Factory Board will spend over ₹3,000 crore on R&D, while defence shipyards aim to put in more than ₹1,300 crore,” added the ministry.

During the meeting, the MoD will reveal a list of past and upcoming D&D/R&D projects. HAL will launch a new R&D manual designed to speed up projects, manage risk, and improve flexibility.

The minister will also announce a report on renewable energy called “Swayam,” the first effort by the Department of Defence Production to catalogue all 16 DPSUs’ energy‑saving practices.

DPSUs have shown strong performance in 2024‑25. Total turnover reached ₹1.08 lakh crore, up 15.4 % from the previous year. Profit After Tax hit ₹20,021 crore, a 19.5 % rise. Exports jumped 51 % compared to the 2023‑24 financial year.

The event will honour several DPSUs for their achievements and sign significant memoranda of understanding to reinforce collaboration across the defence industry.
