New Delhi, Nov 23 (LatestNewsX) – The Election Commission of India (ECI) reported that Phase II of the Special Intensive Revision (SIR) 2025 is progressing well, with 99.02 % of Enumeration Forms (EFs) already handed out across 12 states and Union Territories. The daily bulletin released at 3 p.m. Sunday highlighted that the nationwide EF distribution has hit 99.02 %, thanks to strong field work by Booth Level Officers (BLOs) and the involvement of Booth Level Agents (BLAs).
During the current enumeration window, which runs from November 4 to December 4, 50.47 crore EFs have been distributed out of the eligible 50.97 crore electors. However, digitisation is lagging: only 20.02 crore forms have been digitised so far, giving an overall digitisation rate of 39.29 %.
State‑by‑state performance shows Goa and Lakshadweep achieving a full 100 % EF distribution, with Andaman and Nicobar close behind at 99.98 %. Madhya Pradesh, West Bengal, and Gujarat also performed strongly, registering 99.82 %, 99.75 %, and 99.67 % respectively. Uttar Pradesh, the country’s largest electorate, reached 99.60 %, covering more than 15.38 crore people. Puducherry, Tamil Nadu, and Kerala posted the lowest EF distribution rates at 95.34 %, 95.96 %, and 97.23 % respectively.
In terms of digitisation, Lakshadweep leads the pack at 88.20 %, followed by Goa at 69.38 % and Rajasthan at 65.52 %. Kerala trails at a modest 15.92 %, with Uttar Pradesh at 19.02 %. The ECI urged recognized political parties to appoint additional Booth Level Agents to speed up verification and digitisation.
The commission noted that figures from Rajasthan exclude the Anta Assembly constituency, where revision was paused due to a by‑election. Regular bulletins will continue to be released as the process moves toward the December 4 deadline.
