In Bhubaneswar on November 26, the Odisha Assembly Speaker Surama Padhy called an all‑party meeting on Wednesday, hoping the opposition and the treasury benches would cooperate to make the Winter Session, set to begin Thursday, run smoothly and peacefully.
After the meeting, Parliamentary Affairs Minister Mukesh Mahaling told reporters that the gathering had been presided over by Speaker Padhy. The leaders from the ruling Bharatiya Janata Party (BJP), the Biju Janata Dal (BJD) and the Indian National Congress were all present, including Chief Minister Mohan Charan Majhi (Leader of the House), BJD Chief Whip Pramila Mallik and Congress leader Rama Chandra Kadam.
Mahaling said, “It was decided, with the consensus of all, that both the ruling and opposition parties will extend their support to ensure the smooth functioning of the session beginning on November 27 and continuing until December 31. For the first time in the Odisha Assembly, the President of India and the pride of Odisha, Droupadi Murmu, will address the House tomorrow afternoon. It is a matter of great happiness for us, and all the necessary preparations have been made.”
Chief Whip Mallik added that the meeting covered detailed plans for President Murmu’s address and the bills slated for debate. She also mentioned that the assembly would raise a number of state‑level matters—including law and order and paddy procurement—during the session.
Kadam told the media that his party would bring up issues related to law and order, tribal rights, the implementation of the Panchayats Extension to Schedule Areas (PESA) Act, and other concerns.
The fifth session of the 17th Odisha Legislative Assembly will run for 29 working days, ending on December 31. The House will hear the First Supplementary Statement of Expenditure (Budget) for the 2025‑26 financial year on Friday, and the Appropriation Bill will follow on December 8.
